NOTICE TO BIDDERS
PROPOSED WATER MAIN REPLACEMENTS - EAST MAIN STREET - OTTUMWA WATER & HYDRO, OTTUMWA, IOWA - 2024 - Project #24-014

General Nature of Public Improvement
Proposed Water Main Replacements - East Main Street - Ottumwa Water & Hydro  - 2024

Alternate 1—Copper Service Lines.  This project includes construction of approximately 1,540 linear feet of 6-inch PVC water main and approximately 15 water service connections.  This alternate includes construction of copper service lines with curb valves.

Alternate 2—PE Service Lines and Meter Pits.  This project includes construction of approximately 1,540 linear feet of 6-inch PVC water main and approximately 15 water service connections.  This alternate includes construction of PE service lines with meter pits.

Two alternate bids will be considered. Contractors may bid on one or both alternates. The contract shall be awarded to the lowest responsive, responsible bidder for Alternate 1 or Alternate 2.  The Owner reserves the right to select which alternate they award the contract to after the bids have been considered and reviewed.  The lowest price alternate might not be awarded the contract.

Time and Place for Filing and Opening Sealed Bids.  Sealed bids for the work comprising each improvement as stated above must be filed before 3:00 P.M. on May 21, 2024, in the office of the General Manager at Ottumwa Water & Hydro, 230 Turner Drive, Ottumwa, Iowa.  Sealed bids will be opened at 3:00 P.M., May 21, 2024.

Time and Place Bids Will Be Considered.  Bids will be considered by the Board of Trustees during their meeting beginning at 4:00 P.M. on May 21, 2024, in the office of the General Manager at Ottumwa Water & Hydro, 230 Turner Drive, Ottumwa, Iowa.

Time for Commencement and Completion of Work.  The work under the proposed Contract shall commence upon issuance of the written Notice to Proceed.  The proposed water main improvements listed shall be substantially completed on or before September 30, 2024, and fully completed on or before May 30, 2025.  The Bidder agrees to pay as liquidated damages the sum of $500 for each consecutive calendar day after the specified completion date that the project is not fully completed.
Bid Security.  Each bidder shall accompany its bid with bid security as defined in Section 26.8 of the Code of Iowa.  Bid security shall be 10% of the bid amount.

Box 135, Fairfield, Iowa 52556.  A deposit of $50 shall be required for each set, refundable if returned in a reusable condition within 14 days after award of the contract.  
Preference for Iowa Products and Labor.  By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes.
Sales Tax.  Iowa sales tax will not be paid on materials purchased for this project.  Ottumwa Water & Hydro will issue a sales tax exemption certificate.
