Project Overview: Ottumwa Water and Hydro is inviting qualified project managers to submit proposals for overseeing a comprehensive dam evaluation or modification project in collaboration with the Ottumwa Waterworks, Iowa Department of Natural Resources (DNR), the U.S. Army Corps of Engineers, the Federal Energy Regulatory Commission (FERC), and multiple engineering firms. The project involves evaluating the future of the Ottumwa Dam and raw water intake modification.

Scope of Work: The selected project manager will be responsible for coordinating and managing all aspects of the project:

  1. Project Planning and Coordination:
    • Develop a detailed project plan outlining key milestones, tasks, and timelines.
    • Coordinate with relevant stakeholders, including Iowa DNR, Army Corps of Engineers, FERC, and engineering firms, to ensure alignment with project goals on behalf of Ottumwa Waterworks.
  2. Regulatory Compliance:
    • Coordinate with relevant stakeholders to ensure compliance with all federal, state, and local regulations pertaining to dam evaluation, environmental impacts, and restoration.
  3. Engineering Collaboration:
    • Facilitate communication and collaboration among various engineering firms involved in the project, ensuring cohesive planning and execution.
  4. Environmental Impact Mitigation:
    • Collaborate to develop strategies for minimizing environmental impact during the project.
  5. Risk Management:
    • Identify potential risks and develop mitigation plans to ensure project success.
  6. Financial Management:
    • Assist with preparing a budget for the project, including cost estimation, tracking, and reporting.
    • Evaluate cost-saving opportunities without compromising project quality.
  7. Stakeholder Communication:
    • Maintain open communication channels with all stakeholders, providing regular project updates and addressing concerns promptly.

Proposal Requirements: Interested individuals are to submit comprehensive proposals that include the following information:

  1. Individual Profile:
    • Overview of the individual's experience in managing complex infrastructure projects, particularly projects involving multiple agencies.
    • Relevant certifications, qualifications, and industry affiliations.
    • Evidence of demonstrated experience in working with regulatory agencies and engineering firms on resume.
  2. Project Approach:
    • Provide a detailed description of the proposed project management approach.
  3. Timeline and Milestones:
    • Proposed starting timeline, highlighting major milestones and deliverables.
  4. Budget:
    • Provide estimate of management fees and estimated expenses.
    • Management Fees will be paid hourly.
